What are social work services in Vietnam?

On August 30, 2024, the Government of Vietnam promulgated Decree 110/2024/ND-CP regulating the rights and obligations of social work subjects; rights and obligations of social workers; conditions for registering social work practice; social work practice; authority, dossier, procedures for granting, reissuing, and revoking social work practice certificates.

Based on Article 8 of Decree 110/2024/ND-CP, social work services in Vietnam include one or more of the following services:

[1] Providing Emergency Protection Services

- Assessing the risk and needs of the subjects; screening and classifying the subjects. If necessary, transferring the subjects to suitable medical, educational institutions, police agencies, or other relevant organizations.

- Ensuring safety and meeting the urgent needs of the subjects for medical care, safe temporary accommodations, drinking water, food, clothing, essential items, and travel.

[2] Providing Care, Intervention, Recovery, and Development Support Services

- Assessing needs, screening, classifying subjects; creating a case management file.

- Counseling, advising, psychological support, and psychological recovery for the subjects.

- Therapy for mental distress, trauma, psychological crisis, and physical recovery.

- Intervening, protecting, caring for, recovering, and supporting development for the subjects.

- Developing and implementing intervention plans, assisting subjects; monitoring and reviewing, evaluating intervention activities, assisting, and adjusting plans accordingly.

- Concluding intervention plans, supporting subjects, storing case management files, or implementing new intervention and assistance plans (if the subject needs).

- Managing, caring for, and nurturing the subjects.

- Connecting and providing medical treatment, health care services; transferring subjects to social work service providers or other facilities to meet the subjects' needs.

- Organizing rehabilitation, cultural, sports, religious, and other activities suitable to the subjects' age and health.

- Organizing cultural education, vocational orientation education, vocational training, livelihood creation, employment to assist subjects in physical, intellectual, character development, and community integration.

- Supporting subjects in benefiting from social welfare policies; seeking and arranging suitable care forms.

[3] Providing Social Education and Capacity Building Services

- Providing social education services, developing self-solving abilities, parenting skills education; training life skills for children and adolescents.

- Training, fostering, and organizing social work training for officials and public employees, social workers, collaborators in social work.

- Organizing training courses, workshops providing knowledge and skills to target groups in need.

[4] Providing Services to Prevent Subjects from Falling into Difficult Circumstances, Abuse Situations; School Violence, Gender and Family Violence; Labor Maltreatment and Exploitation.

[5] Conducting Activities to Provide Social work services in Fields of Health, Education, Justice, Courts, Social Welfare, Gender Equality, Child Protection, Elderly and Disabled Care, Poverty Reduction, Drug Prevention, Community Development, Labor, and other areas as stipulated by law.

[6] Managing Cases of Subjects Using Social work services at the Facility and in the Community.

[7] Supporting Community Development

- Communicating with residents, local authorities in identifying community issues for developing community assistance programs, plans.

- Proposing mechanisms, policies, and social work solutions to competent authorities.

- Building networks of social workers, collaborators, and volunteers in social work.

- Organizing communication activities to raise awareness about social work.

[8] Supporting Subjects Eligible to Leave Social Assistance Facilities, Detention Facilities, Rehabilitation Centers, Medical Facilities to Return to Family, Integrate into the Community, and Stabilize Life.

[9] Organizing Resource Mobilization Activities for Social Work.
