This issue is raised in the Regulations on distance education for undergraduate education promulgated together with Circular 10/2017/TT-BGDDT. Learners in Vietnam have the following rights and responsibilities
Firstly, to be provided with complete information about admission, application submission deadlines, distance learning programs, conditions for recognizing credit transfer, training plans, regulations on distance learning, degree requirements, and distance learning policies of the higher education institution in Vietnam.
Secondly, the right to participate in credit-based learning along with the regular education system and part-time system as per the regulations of the higher education institution in Vietnam.
Thirdly, to be provided with complete information regarding the evaluation and recognition of credit transfer and to request a review of the evaluation and recognition of learning outcomes by the higher education institution.
Fourthly, to submit complete and timely application documents as announced by the higher education institution; to pay fees and tuition as per the regulations of the higher education institution.
Fifthly, to develop a specific study plan according to the degree requirements of the higher education institution for the announced distance learning program in order to be eligible for graduation.
Sixthly, to comply with the distance learning regulations of the Ministry of Education and Training of Vietnam and the rules and regulations of the higher education institution.
Seventhly, to actively contact lecturers or learning support staff during the course of study for guidance and support.
