What are responsibilities of the police units in managing the traffic surveillance system in Vietnam?

Recently, the Ministry of Public Security issued Circular 17/2014/TT-BCA regulating the operation, management, maintenance, and protection of the system for surveillance and handling of violations of road traffic order and safety.

What are responsibilities of the police units in managing the traffic surveillance system in Vietnam? (Illustrative image)

Circular 17/2014/TT-BCA stipulates the maintenance of the traffic surveillance system. Police units and local authorities assigned to manage the traffic surveillance system are responsible for organizing the maintenance of the traffic surveillance system under their management in Vietnam. To be specific

- Terminal equipment (speed measuring devices with recording capabilities, surveillance cameras, cameras for capturing images of violating vehicles, control devices, electrical equipment, electronic and other mechanical equipment) must be regularly maintained;

- Processing equipment at the center, management software, monitoring databases, handling of traffic order and safety violations; the data transmission system must be maintained periodically once every 3 months;

- Other auxiliary equipment (columns, gantries, lightning protection devices, protective equipment, warning devices…) must be maintained every 6 months;

- Maintenance must adhere to the correct technical procedures for each type of equipment and must have a logbook recording the status before and after maintenance.

The maintenance of the traffic surveillance system must be performed as per regulations and executed by units within the Police sector. In cases where the units within the Police sector cannot perform the maintenance, the managing unit of the traffic surveillance system may select an outside unit to perform the maintenance. This maintenance must be closely supervised to ensure the confidentiality of the information regarding the traffic surveillance system.
