This is an important provision of Decree 89/2009/ND-CP regulating border diplomacy in Vietnam.
What are responsibilities of People's Committees at all levels in border diplomacy in Vietnam? (illustrative image)
The Government of Vietnam stipulates the responsibilities of People's Committees at all levels in Decree 89/2009/ND-CP regulating border diplomacy as follows:
+ For Provincial People's Committee (PPC):
- Sign agreements and memorandums of understanding with local authorities of neighboring countries on issues related to the two sides of the border within the jurisdiction as prescribed by law and the decentralization of the Government of Vietnam;
- Implement border defense foreign relations with local authorities of neighboring countries in accordance with the law and the international treaties on the border to which the Socialist Republic of Vietnam is a member; direct and guide relevant departments, branches, and lower-level authorities to cooperate with the Border Guards in performing border diplomacy according to the program and plan;
- Study, aggregate, and evaluate the situation of border management work, border defense foreign relations work and cooperate with the Ministry of Foreign Affairs and relevant Ministries and branches in performing the state management function on national borders and activities related to border defense foreign relations work in accordance with the law on the management and protection of national borders;
- Participate in negotiation delegations of the Government of Vietnam, Ministries, and relevant branches according to the plan and the direction from above;
- Invite or pay courtesy visits upon invitations; organize the reception of delegations from local authorities, border protection forces of neighboring countries for working visits, courtesy visits to congratulate on occasions of holidays, New Year or express condolences upon national funerals, natural disasters, fires, and other activities according to the plan and the direction from above.
+ For District People's Committee (DPC):
- Liaise with the district authorities of neighboring countries to exchange situations, resolve issues related to civil, security, and order matters occurring in the border areas and border gates according to the plan approved by the Provincial People's Committee;
- Exchange and agree with the district authorities of neighboring countries when constructing small hydraulic works on rivers, streams, canals, and border ditches for the living and production needs of the people in the border area;
- Participate in negotiation delegations according to the plan and direction of the Provincial People's Committee;
- Invite or pay courtesy visits upon invitations; organize the reception of delegations from local authorities, border protection forces of neighboring countries for working visits, courtesy visits to congratulate on occasions of holidays, New Year or express condolences upon national funerals, natural disasters, fires, and other activities according to the plan and the direction from above.
+ For Commune People's Committee (CPC):
- Participate in delegations of the Border Guard Station according to the plan and direction of the District People's Committee;
- Participate in other border diplomacy as directed from above.
