What are regulations on organization and operations of the overseas Vietnam Cultural Centers?

On September 16, 2011, the Ministry of Culture, Sports and Tourism of Vietnam issued Circular 10/2011/TT-BVHTTDL stipulating the organization and operations of the overseas Vietnam Cultural Centers.

What are regulations on organization and operations of the overseas Vietnam Cultural Centers?​ (Illustrative image)

According to Circular 10/2011/TT-BVHTTDL, the organization and operation of the overseas Vietnam Cultural Centers are regulated as follows:

1. Principles of Operation

The organization and activities of the Center must adhere to the following principles:

- Consistent with the guidelines and undertakings of the Communist Party of Vietnam, policies and laws of the Socialist Republic of Vietnam.

- Respect the laws, international practices, and national laws of the host country; proactively expand foreign relations on the principle of respecting independence, sovereignty, territorial integrity, and ensuring national security secrecy.

- Ensure the effectiveness of the Ministry of Culture, Sports, and Tourism's external activities.

- Do not exploit the Center for personal gain.

2. Name of the Center

- In Vietnamese: Trung tâm văn hóa Việt Nam tại ... (name of the host country).

- The Center's name in the host country's language.

- Transaction name in English is Vietnam Cultural Center in ... (name of the host country).

3. Position, Function

- The Center is a public service provider, representative agency of the Ministry of Culture, Sports, and Tourism of Vietnam abroad, with its own account and seal.

- The Center functions to organize, propagate, introduce, and promote the culture, image of the country, and people of Vietnam abroad; promote tourism, support sports activities; cooperate with Vietnamese diplomatic representative agencies abroad to develop friendly relations, cooperation, and enhance understanding of the people of the host country with Vietnam; provide information on the socio-economic situation, guidelines, and undertakings of the Communist Party of Vietnam, policies, and laws of the Socialist Republic of Vietnam, build relationships between the overseas Vietnamese community and the Homeland.
