Recently, the Ministry of Culture, Sports, and Tourism issued Circular 12/2010/TT-BVHTTDL stipulating the organization, activities, and criteria for Commune Cultural and Sports Centers, including regulations on the provision of facilities, equipment, and funding for the Commune-level Cultural - Sports Centers in Vietnam.
What are regulations on facility provision for the Commune-level Cultural - Sports Center in Vietnam? (Illustrative image)
In Article 4 of Circular 12/2010/TT-BVHTTDL, it is stipulated that the provision of facilities for the Commune-level Cultural - Sports Center is carried out as follows:
- The Commune-level Cultural - Sports Center is allocated land by the State from the land fund designated for cultural-social welfare with an area according to the approved planning;
- The scale of the Commune-level Cultural - Sports Center, according to the centralized planning, at the commune center, includes the following main components and functions:
- Commune-level Cultural - Sports Center Hall: This is a multifunctional hall used for organizing community learning activities, cultural activities, arts, information, exhibitions; reading rooms for books, newspapers, commune broadcasting station, club activity groups and outdoor stage;
- Cluster of sports facilities: There is at least one sports facility such as a sports practice field; sports practice house; swimming pool and other sports facilities.
- Commune-level Cultural house equipment: Hall tables and chairs; curtain; sound, lighting equipment, musical instruments, props, specialized costumes for arts activities; broadcasting equipment, book and magazine shelves...
- Sports equipment: Specialized sports equipment for each sport.
- The Commune-level Cultural - Sports Center is a public service provider, funded 100% by the local budget (province, district, commune) for construction, purchase of equipment, and ensuring regular operating costs according to assigned functions and tasks;
- Commune staff for cultural-social affairs is the Director of the Commune-level Cultural - Sports Center; commune-level officials concurrently perform the tasks of the Cultural - Sports Center, non-specialized staff working at the Commune-level Cultural - Sports Center enjoy policies and allowances as stipulated in Decree No. 92/2009/ND-CP;- The Commune-level Cultural
- Sports Center proactively creates revenue sources from cultural-sports service activities, membership fees for clubs, and interest groups;
- Implement policies to encourage private investment in and create conditions for individuals, organizations, and businesses to invest in building cultural-sports activities, entertainment facilities in the commune area.
