Recently, the Ministry of Science and Technology issued Circular 24/2015/TT-BKHCN regulating inspectors, specialized inspectors, and collaborators in field of science and technology in Vietnam.

According to Article 14 of Circular 24/2015/TT-BKHCN, inspectors are provided with uniforms as stipulated in Circular 02/2015/TT-TTCP dated March 16, 2015, issued by the Government Inspectorate of Vietnam regarding the uniforms of officials, inspectors, and public employees belonging to state inspectorates, and are issued cards as per the regulations in Circular 01/2012/TT-TTCP dated April 9, 2012, by the Government Inspectorate of Vietnam, detailing the form and management, and use of Inspector Cards.
The Chief Inspector of the Ministry reviews and compiles a list and submits a document requesting the Government Chief Inspector to issue new, replace, or reissue Inspector Cards for inspectors under the Ministry Inspectorate. The Chief Inspector of the Department reviews and compiles a list and submits a document requesting the Provincial or City Chief Inspector directly under central authority to present to the Government Chief Inspector for issuance, replacement, or reissuance of Inspector Cards for inspectors under the Department Inspectorate.
Simultaneously, according to Article 15 of Circular 24/2015/TT-BKHCN, the official card for specialized inspectors is issued by the Ministry Chief Inspector to specialized inspectors to perform specialized inspection tasks, prepare records, and impose administrative penalties according to the law.
The use of the official card for purposes other than those prescribed is strictly prohibited. The Ministry Inspectorate is responsible for the unified printing and management of the blank cards for specialized inspectors. The funding for creating the blank cards is provided by the state budget according to the approved estimates.
Note: The validity period of the card is 5 years from the date of issuance.
