Recently, the Ministry of Labor, War Invalids and Social Affairs of Vietnam has agreed to issue Circular 16/2013/TT-BLDTBXH stipulating the organization of cultural and artistic activities for students in vocational training institutions.
Article 2 of Circular 16/2013/TT-BLDTBXH stipulates the organization of cultural and artistic activities for students in vocational training institutions in Vietnam with the following important purposes:

- Contributing to fostering character, political and ideological education, lifestyle, and comprehensive aesthetics for students
.- Building a healthy cultural environment in vocational training institutions.
- Enhancing the cultural and spiritual life for students.
- Contributing to preventing social evils from infiltrating schools.
This Circular also stipulates that the funding for organizing cultural and artistic activities is ensured through the following sources:
- State budget; nationwide cultural and artistic activities are financed by the Ministry of Labor - War Invalids and Social Affairs of Vietnam according to the approved budget estimates;
- Self-funded budget of the vocational training institution;
- Sponsorships and support from organizations and individuals, both domestic and international, in accordance with legal regulations;
- Other legitimate revenues of the vocational training institution.
The management and use of funds for organizing cultural and artistic activities for students shall comply with the current financial regulations.
