What are procedures for recognizing the Principal of a Vocational College in Vietnam?

This is an important content in Circular 42/2010/TT-BLDTBXH stipulating the appointment, recognition, re-appointment, and re-recognition of principals of vocational colleges, intermediate vocational schools, and directors of vocational training centers, issued by the Ministry of Labor, War Invalids and Social Affairs of Vietnam.

What are procedures for recognizing the Principal of a Vocational College in Vietnam?​ (Illustration)

Circular 42/2010/TT-BLDTBXH stipulates the procedures for recognizing the principal of a vocational college in Vietnam as follows:

1. Selection of Principal, Director:

- For vocational colleges and private intermediate vocational schools in Vietnam, the board of directors or the individual owning the school shall, based on the criteria and conditions for appointment, recognition of the principal of the school, select the principal to recommend to the competent authority for recognition.

- For private vocational training centers established by an organization or individuals contributing capital or an individual as the owner of the center, based on the criteria and conditions for appointment, recognition of the director of the center, select the director to recommend to the competent authority for recognition.

2. Dossier requesting recognition:

The dossier requesting recognition includes one set, comprising:

- An Official Dispatch from the board of directors or the individual owning the school/organization or individuals contributing capital to establish the center or the individual owning the center requesting the competent authority for recognition.

- The meeting minutes of the school’s board of directors/organization or individuals contributing capital to establish the center.

- The curriculum vitae of the nominated individual self-declared according to form 2a-BNV/2007 (endorsed by the People’s Committee of the commune where they reside) and the degrees, certificates of training, and refresher courses of the nominated individual.

3. Time limit and authority for recognition:

- Within 20 working days from the date of receiving a complete and valid dossier requesting the recognition of the principal of a private intermediate vocational school from the board of directors or the individual owning the school; the recognition request for the director of a private vocational training center from the organization or individuals contributing capital to establish the center or the individual owning the center, the Chairman of the Provincial People’s Committee shall make a decision on the recognition of the principal of the private intermediate vocational school/director of the private vocational training center in the locality.

- Within 20 working days from the date of receiving a complete and valid dossier requesting the recognition of the principal of a private vocational college from the board of directors or the individual owning the college, the Minister of Labor, Invalids, and Social Affairs shall make a decision on the recognition of the principal of the private vocational college.
