Recently, the Ministry of Transport issued Circular 01/2010/TT-BGTVT stipulating the prevention, response, and remediation of flood and storm consequences; incident response, natural disaster, and rescue in railway operations, including regulations on duty in management of flood and storm, incident response, and natural disaster.

What are procedures for duty assignments on natural disaster management on railways in Vietnam? (Illustrative photo)

The duty assignments on natural disaster management on railways is regulated in Article 22 of Circular 01/2010/TT-BGTVT. Specifically:

- On duty time:

- On days without floods, storms, incidents, or natural disasters: duty during office hours;

- On days with tropical depressions, heavy rain, floods, storms (alerts from level 1 and above): two shifts, including weekends and holidays: Morning shift from 7:30 am to 4:30 pm; night shift: from 4:30 pm to 7:30 am the next day.

- Duty personnel:

- Leaders of units at all levels;

- Leaders of functional departments;

- Steering Committees for flood and storm prevention and response to incidents, natural disasters, and rescues at all levels;

- Several officers assisting the Steering Committees for flood and storm prevention and response to incidents, natural disasters, and rescues.

- Duty schedule assigned by the Steering Committees for flood and storm prevention and response to incidents, natural disasters, and rescues at all levels.

- Responsibilities during duty:

- Monitor weather conditions, flood, storm, incident, and natural disaster situations through orders from the superior Steering Committees for flood and storm prevention, incident, natural disaster response and rescue, and through mass media; at the same time, grasp the situation of rescue work within the unit's management scope;

- Analyze and make decisions to direct the base in flood and storm prevention, incident, natural disaster response, and rescue;

- Report and convey superior-level directives to related units and individuals;

- Report on the progress of rainstorms, incidents, natural disasters, assess preliminary damages, and the rescue and remediation work within the unit's management scope.

- Benefits for personnel on duty for flood and storm prevention and response to incidents, natural disasters:

Those who directly participate in night shifts, weekend, and holiday shifts for flood and storm prevention and response to incidents, natural disasters, are entitled to compensatory rest equivalent to the duty time as follows:

- Night shifts from 4:30 pm to 7:30 am the next day receive 24 hours (one day and night) of compensatory rest;

- Day shifts on holidays and Tet receive 24 hours for one shift (one day and night) of compensatory rest.

If compensatory rest cannot be arranged, labor remuneration for the duty time will be paid according to State regulations. The funding sources for labor remuneration for flood and storm prevention and response to incidents, natural disasters are as follows:

- Railway infrastructure management companies use contingency funds for annual flood and storm prevention (accounted into regular periodic repair costs);

- Transport business units account into transport costs;

- Independent units account into product costs;

- Vietnam Railway Corporation Headquarters accounts into the management fund of Vietnam Railway Corporation.
