What are operational principles of General Curriculum Appraisal Council in Vietnam?

Recently, the Ministry of Education and Training of Vietnam promulgated Circular 42/2011/TT-BGDDT on Regulations for Common Curricula, Organization and Compilation, and Approval for Common Curricula used in Intermediate Professional Training in Vietnam.

What are operational principles of General Curriculum Appraisal Council in Vietnam? (Internet image)

Article 15 of Circular 42/2011/TT-BGDDT stipulates the principles and working methods of the Appraisal Council in Vietnam as follows:

- The Appraisal Council operates under the direction of the Chairman of the Appraisal Council according to the principles of democratic centralism, ensuring objectivity and transparency, and voting by the majority.

- Meetings of the Appraisal Council must have at least three-quarters of the total number of Council members present and must include the presence of the Chairman, the secretary member, and at least one reviewing member.

- In case a member of the Appraisal Council (who is not the secretary member or one of the two reviewing members) is absent with a justified reason and has sent a written opinion to the Appraisal Council, their opinion will be considered the official opinion of that member in the meeting.

- The appraisal of draft detailed outlines or draft curricula is concluded at three levels: Meeting the requirements and recommending approval by the Minister; Meeting the requirements but needing revision before being submitted for the Minister’s approval without needing another meeting of the Appraisal Council to be held; Not meeting the requirements, needing revisions and another meeting of the Appraisal Council to be held for approval.

- The Appraisal Council approves the appraisal results by voting with at least two-thirds of the appraisal votes (including the evaluation votes of members who are justifiably absent) having conclusions from the level of: Meeting the requirements or higher, then the draft detailed outline, and the draft curricula will be approved.

- The minutes of the Appraisal Council meeting must bear the signatures of the Chairman and the Secretary of the Council. Opinions different from the official opinions of the Council are reserved, recorded in the appraisal meeting minutes, and submitted to the Minister for consideration and decision.

- The announcement of the official opinions of the Appraisal Council and other official opinions related to the compilation and appraisal of draft detailed outlines and draft curricula is decided by the Minister.

More details can be found in Circular 42/2011/TT-BGDDT, which comes into effect in Vietnam from January 1, 2012.
