Recently, the Ministry of Finance has issued Circular 09/2012/TT-BNV guiding financial policies and customs procedures applicable to the border-gate economic zone of An Giang province in Vietnam.
What are customs procedures for goods from industrial and commercial parks Transferred to Domestic Territory in Vietnam? (Illustrative image)
Circular 162/2007/TT-BTC stipulates that goods from industrial and commercial parks brought into the domestic market will have their customs procedures conducted at the Customs Sub-Department at the border gate under the customs authority of An Giang province (the Customs Control Stations in the industrial and commercial parks). Organizations and individuals engaged in production and business activities in industrial and commercial parks (the seller) and those in the domestic market in Vietnam (the buyer) are responsible for:
- Declaring customs and submitting customs documents as required for each type of import-export activity. In cases of internal transportation of goods between enterprises and branches inside and outside the industrial and commercial parks or enterprises directly bringing goods into the domestic market for sale, the customs documents should replace the Contract with warehouse release documents.
- Organizations and individuals engaged in production and business activities in industrial and commercial parks are required to submit to the customs authority a copy of the import declaration from abroad into industrial and commercial parks if the goods brought into the domestic market are of foreign origin. The copy must be stamped as a true copy with legal value or a true copy stamped by the enterprise itself, and the enterprise must take legal responsibility for the copy.
- Organizations and individuals engaged in production and business activities in industrial and commercial parks (the seller) must submit to the Customs Sub-Department at the border gate under the customs authority of An Giang province a standard list of imported materials from abroad constituting in the product if the goods are manufactured, processed, recycled, or assembled at industrial and commercial parks using foreign materials and components.
Note: The customs authority is responsible for opening a log to monitor each organization and individual engaged in production and business activities in industrial and commercial parks to statistically check and cross-reference with the warehouse release slips of those goods and services in Vietnam.
