What are criteria for determination of intercompany tariffs in Vietnam?​ (Illustrative image)

Circular 02/2007/TT-BTTTT stipulates the basis for determining postal and telecommunications service charges between businesses in Vietnam as follows:

  1. Interconnection fees between telecommunications businesses in Vietnam are formed on the basis of:

- Costs for providing the connection.

- Non-discrimination between services, between telecommunications enterprises (including member enterprises) and other telecommunications enterprises.

- Reasonable separation by network constituent parts or service stages.

- Correspondence with interconnection fee levels in the region and worldwide.

- Market development policies for telecommunications in each period. State regulatory policies regarding the contributions of enterprises in public telecommunications activities and encouraging enterprises to participate in the market through interconnection fees.

- In case the interconnection fee includes contributions to public telecommunications activities, this contribution level is regulated transparently, ensuring equality between enterprises.

2. International settlement fees in Vietnam are formed based on direct agreements between international postal and telecommunications service providers and foreign postal and telecommunications enterprises or according to the regulations of international organizations that Vietnam participates in, based on ensuring sovereignty, national interests, the interests of users, and enterprises.

3. Fees for channel leasing services, port leasing, shared infrastructure usage, and resale service fees between telecommunications enterprises in Vietnam are formed based on promoting healthy competition and encouraging enterprises to participate in the market.
