This is a concerning content in Circular 39/2013/TT-BCA issued by the Ministry of Public Security of Vietnam stipulating the contents of counseling for inmates about to complete their prison sentences.
According to Circular 39/2013/TT-BCA, the counseling for inmates about to complete their prison sentence aims to provide knowledge, orientation, and enhance their ability to resolve difficulties and problems during the process of community reintegration. The counseling contents include:

- Legal, psychological, emotional, marital, family, health, drug prevention, HIV/AIDS, and social evils counseling.
- Counseling and support for administrative procedures such as: permanent residence registration, temporary residence registration, lodging notification, temporary absence declaration; issuance and renewal of identification cards; loan procedures, business registration, vocational training, and other related matters.
- Counseling on labor, employment, utilization of acquired skills, social insurance, and other related matters.
Additionally, Circular 39 also stipulates that upon receiving the counseling registration form or discovering that an inmate has issues that need counseling, the Warden of the prison or detention center, and the Head of the district-level criminal judgment execution agency must assign staff to counsel the inmate. In urgent cases, where lack of counseling may negatively impact the inmate’s mindset or endanger their life or that of others, immediate counseling is required, even outside of regular working hours, during weekends, holidays, and Tet Holiday.
