What are Chief Inspector's responsibilities in the recruitment of collaborators in the science and technology sector?

Recently, the Ministry of Science and Technology promulgated Circular 24/2015/TT-BKHCN regulating inspectors, specialized inspectors, and collaborators in the field of science and technology in Vietnam.

What are Chief Inspector's responsibilities in the recruitment of collaborators in the science and technology sector? - Illustrative image

Article 21 of Circular 24/2015/TT-BKHCN stipulates the responsibilities of the Chief Inspector of the Ministry, Chief Inspector of the Department, Chief Inspector of the Province in mobilizing collaborators in Vietnam as follows:

- The Chief Inspector of the Ministry, Chief Inspector of the Department, Chief Inspector of the Province are responsible for building a system of collaborators to serve inspection work.

- The Ministry Inspectorate presides over organizing training and fostering inspection skills for collaborators who are mobilized regularly and for long-term periods.

- Utilize collaborators according to the proper specialization and expertise suitable for the requirements and tasks of mobilization.

- Check and supervise the performance of the tasks by the collaborators during the mobilization period.

- Comment and assess the task performance of the collaborators upon the end of the mobilization as stipulated in Article 13 of Circular 24/2015/TT-BKHCN.

- Pay travel expenses, ensure working conditions, means, and other benefits for collaborators as stipulated in Article 11 of Circular 24/2015/TT-BKHCN.

- Commend or propose that competent authorities commend or discipline collaborators according to legal regulations.

Additionally, Article 22 of Circular 24/2015/TT-BKHCN stipulates the responsibilities of the heads of agencies employing officials and public employees mobilized as follows:

- Assign and arrange officials and public employees mobilized to join the inspection team according to the mobilization document of the inspection collaborator mobilizing agency.

- Coordinate with the heads of the inspection collaborator mobilizing agency to check and supervise the task performance by the collaborators under their management.

- Use the assessment opinions of the inspection collaborator mobilizing agency in evaluating, rating, and performing other policies regarding mobilized officials and public employees.

Detailed regulations can be found in Circular 24/2015/TT-BKHCN, which comes into effect in Vietnam from January 15, 2016.
