On October 10, 2024, the Central Executive Committee issued Decision 190-QD/TW on the latest Election Regulations in the Communist Party of Vietnam, effective from October 10, 2024.

What are cases of candidacy, nomination under the newest Election Regulations of Communist Party of Vietnam?

According to the latest Election Regulations in the Communist Party of Vietnam, candidacy and nomination are conducted under the following circumstances:

(1) Regarding Candidacy

Pursuant to clause 1 of Article 9 of the Election Regulations in the Communist Party issued with Decision 190-QD/TW in 2024, candidacy applies in the following situations:

- Official Communist Party members run for candidacy at the congress of the party members of which they are a member. Official delegates can run for candidacy at the delegates' conventions.

- Official Communist Party members who are not congress delegates may submit an application to run for candidacy at grassroots party organization congresses or file a candidacy dossier to be elected to the executive level of delegates' congresses from district levels and above.

- Members of the executive committee may run for candidacy to be elected to the standing committee; standing committee members run to be elected as secretary, deputy secretary; in cases where the executive committee only elects the secretary and deputy secretary without electing the standing committee, executive committee members have the right to run for candidacy to be elected as secretary, deputy secretary (except as stipulated in Article 11 of the Election Regulations in the Communist Party issued with Decision 190-QD/TW in 2024).

In cases where the cell congress does not elect a cell executive committee, official party members have the right to run for candidacy to be elected as secretary, deputy secretary.

- Members of the Central Executive Committee of the Communist Party run for candidacy to be elected to the Politburo, Secretariat; members of the Politburo run for candidacy to be elected as General Secretary (except as stipulated in Article 11 of the Election Regulations in the Communist Party issued with Decision 190-QD/TW in 2024).

- Executive committee members run for candidacy to be elected to the inspection committee, standing committee members run for candidacy to be elected as chairman of the inspection committee of their executive level (except as stipulated in Article 11 of the Election Regulations in the Communist Party issued with Decision 190-QD/TW in 2024).

- Members of the inspection committee run for candidacy to be elected as deputy chairman of the inspection committee.

(2) Regarding Nomination

Nomination applies in the following cases:

- The presidium (chair) of the congress (conference) nominates a list of personnel prepared by the executive level that convenes the congress (conference).

- At the party members' congress, official party members, temporarily active party members, and probationary party members all have the right to nominate official members of the party committee, cell to be elected as delegates to higher-level party congresses or to be elected to their executive level.

- At the delegates' congress, official delegates nominate party members who are delegates and official party members who are not delegates of their party committee to be elected to the executive committee; nominate official delegates of their congress to be elected as delegates to higher-level party congresses.

- Members of the executive committee nominate other members of the executive committee to be elected to the standing committee at the executive committee conference; nominate standing committee members to be elected as secretary, deputy secretary (except as stipulated in Article 11 of the Election Regulations in the Communist Party issued with Decision 190-QD/TW in 2024).

- Members of the Central Executive Committee of the Communist Party nominate other members of the Central Executive Committee of the Communist Party to be elected to the Politburo, Secretariat, Central Inspection Committee; nominate members of the Politburo to be elected as General Secretary (except as stipulated in Article 11 of the Election Regulations in the Communist Party issued with Decision 190-QD/TW in 2024).

- Members of the executive committee nominate other members of the executive committee to be elected as members of the inspection committee; nominate members of the inspection committee to be elected as chairman of the inspection committee (except as stipulated in Article 11 of the Election Regulations in the Communist Party issued with Decision 190-QD/TW in 2024).

- Members of the inspection committee nominate other members of the inspection committee to be elected as deputy chairman of the inspection committee.
