On May 16, 2024, the Ministry of Labor, Invalids, and Social Affairs issued Official Dispatch 2045/BLDTBXH-CQLLDNN regarding the coordination in communication regarding the prevention of fraud in sending Vietnamese workers to work in Australia in the agricultural sector.

Warning about fraud in sending Vietnamese workers to work in Australia

On March 1, 2024, the Ministry of Labor - Invalids and Social Affairs of Vietnam and the Ministry of Foreign Affairs and Trade of Australia signed a Plan to implement the Memorandum of Understanding between the Government of Australia and the Government of Vietnam on supporting Vietnamese citizens to work in the agricultural sector in Australia under the Pacific Australia Labour Mobility (PALM) Program. Accordingly, the two sides will jointly select the implementing unit (an enterprise licensed to provide services for sending Vietnamese workers abroad under a contract, a public career unit with the function of sending Vietnamese workers to work abroad, and a legal entity representing Australia in Vietnam) to send 1,000 Vietnamese workers to work in the agricultural sector in Australia, starting in 2024.

Currently, the Ministry of Labor - Invalids, and Social Affairs and the Australian Embassy in Vietnam are coordinating the selection of qualified Vietnamese enterprises, career units to participate in the PALM Program, and legal entities in Vietnam representing Australia to perform the task of supporting and providing information about the program to the workers, guiding enterprises and workers in the process of applying for visas to work in Australia, and organizing free training courses for workers before their departure.

The Ministry of Labor - Invalids and Social Affairs and the Australian Embassy in Vietnam will publicly announce on various media channels: central and local press agencies, radio stations, television stations, the Electronic Information Portal of the Ministry of Labor - Invalids and Social Affairs, the Department of Overseas Labor Management, and the fan page of the Australian Embassy in Vietnam for qualified service enterprises and workers to register for participation in the program.

Recently, there have been some organizations and individuals falsely claiming to be selected by the Ministry of Labor - Invalids and Social Affairs and Australia to recruit and collect money from workers in violation of the law, posing risks to security and order in some localities. To prevent organizations and individuals from exploiting information about the program to defraud and collect money from workers in violation of the law, the Ministry of Labor - Invalids and Social Affairs respectfully requests the People's Committees of provinces and centrally-run cities to direct functional agencies to organize information and disseminate it to workers in the localities, emphasizing that they should not register or pay money to any organization or individual to participate in the agricultural labor program in Australia until the Ministry of Labor - Invalids and Social Affairs and the Australian Embassy in Vietnam officially announce the list of qualified Vietnamese service enterprises, selected career units to participate in the PALM Program, and the units selected by Australia to implement the program.

More details can be found in Official Dispatch 2045/BLDTBXH-CQLLDNN issued on May 16, 2024.
