Voluntary Rehabilitation Will Be Supported with Medical Examination and Treatment Costs

The Ministry of Finance has promulgated Circular 73/2017/TT-BTC dated July 17, 2017, on the management and use of the state budget to support the costs of health examinations and opioid addiction treatment with alternative drugs.

The state ensures and supports the cost of health checkups and the cost of addiction treatment for opioid substances using substitute medications, except for targeted financial aid from domestic and foreign organizations, individuals, or aids where the sponsor or the authorized representative of the sponsor and the Ministry of Finance have agreed on the content and disbursement levels.

Applicable Subjects

Opioid substance addicts who voluntarily participate in addiction treatment using substitute medications in compulsory rehabilitation centers, prisons, temporary detention centers, compulsory education institutions, reformatory schools.

Opioid substance addicts who voluntarily participate in addiction treatment using substitute medications at addiction treatment facilities as specified in Clause 3, Article 22 of Decree 90/2016/ND-CP.

Agencies, organizations, and individuals involved in the process of using state budget funds to ensure and support the cost of health checkups and addiction treatment for opioid substances using substitute medications.

Support Levels for Health Checkup and Addiction Treatment Costs Using Substitute Medications

Ensure the full cost of health checkups and addiction treatment per the professional guidelines prescribed by the Minister of Health and the rates for health examination services, medical treatment services, and addiction treatment services determined by the competent authority for state health examination and treatment facilities, state addiction treatment facilities (hereinafter referred to as health checkup and addiction treatment costs) for the subjects specified in Clause 1, Article 2 of this Circular.

Support at least 95% of the health checkup and addiction treatment costs for the subjects specified in Clause 2, Article 2 of this Circular. In cases of support higher than the minimum level specified in this Clause, implementation is as follows:

– For Ministries, ministerial-level agencies, agencies under the Government of Vietnam: The Minister, Head of the ministerial-level agency, and agency under the Government of Vietnam, within the assigned budget estimate and the actual number of voluntary participants in addiction treatment at the treatment facilities under their management, decide on the specific support level higher than the minimum level to appropriately implement.

– For localities: The provincial People's Council, based on the local budget balancing capability and the actual number of voluntary participants in addiction treatment at the treatment facilities under the local management, decide on the specific support level higher than the minimum level to appropriately implement.

Support is discontinued for the subjects specified in Clauses 1 and 2, Article 2 of this Circular in the case of:

– Termination of treatment per the provisions of Article 10 of Decree 90/2016/ND-CP;

– Being supported from other funding sources for the same spending content.

Circular 73/2017/TT-BTC takes effect from September 01, 2017.
