Vietnamese nationals attending overseas beauty contests are not required to have been crowned in a domestic beauty or model contest

According to Article 19 of the Decree No. 144/2020/NĐ-CP of Vietnam’s Government, Vietnamese nationals who want to go abroad to attend overseas beauty contests and model contests must meet the following conditions:

- Having the invitation of competition organizers;

- Not currently under administrative penalties; having no criminal records or not being charged according to criminal proceeding laws;

- Not being suspended from delivering art performances according to decisions of competent authorities.

In comparison with previous regulation, according to Clause 13 Article 1 of the Decree No. 15/2016/NĐ-CP of Vietnam’s Government, candidates participating in the international beauty and model contest must meet the following conditions:

- Having been crowned in a domestic beauty or model contest;

- Being represented by a Vietnamese organization having a business registration certificate of culture and art services or an establishment decision indicating culture and art operations issued by a competent state agency to carry out procedures for applying for a permit, and being sent to the contest by this organization.

Thus, it can be seen that from February 01, 2021 when the Decree No. 144/2020/NĐ-CP of Vietnam’s Government officially takes effect, Vietnamese nationals attending overseas beauty contests and model contests are not required to have been crowned in a domestic beauty or model contest. Instead, they are only required to have the invitation of competition organizers; not currently under administrative penalties; having no criminal records or not being charged according to criminal proceeding laws; not being suspended from delivering art performances to go abroad to participate in international modeling competitions.

Besides, Vietnamese nationals attending overseas beauty contests and/or model contests must request specialized cultural agencies affiliated to People’s Committees of provinces where the nationals reside in writing to issue written confirmation on participation in overseas beauty contests and model contests.
