Vietnamese Fatherland Front: Organization and operation in compliance with principles

The Law on Vietnamese Fatherland Front 2015 officially takes effect from January 01, 2016, regulating rights, responsibilities, organization and operation of the Vietnamese Fatherland Front; relationship between the Vietnamese Father Front and the State, the People and other organizations; conditions to ensure operation of the Vietnamese Fatherland Front.

1. Principles of organization and operation of Vietnamese Fatherland Front

According to Article 4 of the Law on Vietnamese Fatherland Front 2015, organization and operation of Vietnamese Fatherland Front shall comply with the following principles:

- Organization and operation of the Vietnamese Fatherland Front are within the framework of the Constitution, the Law and Statute of the Vietnamese Fatherland Front.

- Organization and operation of the Vietnamese Fatherland Front are based on principles of voluntariness, democratic consultation, coordination and unity of activities of its members.

- When coordinating and unifying activities, member organizations of the Vietnamese Fatherland Front must comply with the Statute of the Vietnamese Fatherland Front, and at the same time maintain independence of their own organizations.

- The Communist Party is both a member organization and leader of the Vietnamese Fatherland Front.

2. Organization of the Vietnamese Fatherland Front

The Vietnamese Fatherland Front is organized in the central and administrative divisions, is an executive agency between two congresses of the Vietnamese Fatherland Front, responsible for exercising duties of the Vietnamese Fatherland Front.

- Agency of the Vietnamese Fatherland Front is organized as follows:

+ In central divisions: Central Committee of Vietnamese Fatherland Front, Presidium of the Central Committee of the Vietnamese Fatherland Front and Central Standing Committee of the Vietnamese Fatherland Front;

+ In administrative divisions: Committee of Vietnamese Fatherland Front of central-affiliated cities and provinces (hereinafter referred to as provincial level); Committee of Vietnamese Fatherland Front of provincial-affiliated districts, communes and cities, and equivalent administrative units; Committee of Vietnamese Fatherland Front of communes, wards and towns (hereinafter referred to as commune-level). Each level has a Standing Committee of the Vietnamese Fatherland Front of its own.

Organization, duties, authorities of agencies of the Vietnamese Fatherland Front is prescribed in the Statute of the Vietnamese Father Front.

- Committee of Vietnamese Fatherland Front at commune-level establishes the commission of Fatherland Front in villages, hamlets, population groups, wards, and other residential communities. Organization and operation of the Commission are prescribed in the Statute of the Vietnamese Fatherland Front.

3. Members of the Vietnamese Fatherland Front

- Members of the Vietnamese Fatherland Front are organizations or individuals as prescribed in Article 1 hereof and the Statute of the Vietnamese Fatherland Front.

- Joining or resignation as members, rights and responsibilities of members of the Vietnamese Fatherland Front as prescribed by the Statute of the Vietnamese Fatherland Front.
