Vietnamese citizens do not have to worry about losing their household registration book from July 01, 2021

This is a notable content of the Residence Law 2020 approved by the National Assembly of Vietnam on November 13, 2020, replacing the Residence Law 2006.

According to Article 38 of the Residence Law 2020 of Vietnam, from July 01, 2021, issued household registration books and temporary residence registers may continue to be used and are equivalent to written confirmations of residence per this Law until December 31, 2022 inclusive. In case where information in a household registration book or temporary residence register differs from information in the residence database, the latter shall be used.

Concurrently, when citizens carry out the procedures for residence registration leading to changes in information in the household registration book or temporary residence book, the residence registration agency shall have to revoke the issued household registration book or temporary residence book and adjust and update information in the residence database according to the provisions of this Law and do not renew or re-issue household registration books and temporary residence books.

Thus, in accordance with regulation, the paper household registration that citizens are granted will continue to be used until the end of December 31, 2022. However, in case a citizen loses his/her household registration book, the residence registration agency (commune, ward, township, etc.) will adjust and update information in the residence database according to the provisions of this Law and not renew or re-issue household registration books and temporary residence books. 

Thus, from July 01, 2021 (the Residence Law 2020 officially takes effect), people do not need to worry about carrying out procedures for new issuance and re-issuance of household registration books, but instead, the residence registration agency will update the information in the residence database.

“Residence database means a specialized database comprising information on residence of citizens digitized, stored and managed by the information infrastructure, and connected and shared with the national population database and other databases as prescribed by law.”
