Regarding this issue, LawNet would like to answer as follows:

On January 29, 2024, the Minister of Justice issued Decision 121/QD-BTP approving the Work Plan for of the Department of Legal Popularization and Education.

Specifically, the 2024 Work Plan of the Department of Legal Popularization and Education will have 07 key tasks, as follows:

(1) Research, propose, and improve institutions and policies on law dissemination and education, grassroots conciliation, and legal access standards:

(i) Develop the Scheme "Digital transformation in legal dissemination and education";

(ii) Continue to coordinate with functional units of the Government Office to complete the content submitted to the Prime Minister for approval: Scheme "Enhancing the capacity of the team of legal reporters and legal propagandists to disseminate and educate the law in ethnic minority and mountainous areas in the period 2024–2030"; Scheme "Improving the capacity of mediators at the grassroots level for the period 2024–2030";

(iii) Advise the Minister to promulgate the Decision promulgating the Common Criteria Framework for pilot evaluation of the effectiveness of law dissemination and education work and the Decision to amend and supplement Decision 1723/QD-BTP dated August 15, 2022 of the Minister of Justice promulgating the Guidance on criteria for districts meeting legal access standards under the set of national criteria for new rural districts, criteria for access to law belongs to the set of national criteria for advanced new rural communes for the period 2021-2025 and the criteria for districts, towns, and cities to meet the standards of access to the law belong to the criteria for districts, towns, and cities at the provincial level to meet the standards of civilized urban areas.

(2) Direct, guide, and strengthen inspection to grasp reality and remove difficulties and obstacles; Research and propose solutions to improve operational efficiency in areas under management (implementing new documents, skills, operations...); Respond to recommendations from ministries, branches, localities, and voters on contents within the scope of management.

(3) Carrying out the tasks of the unit assisting the Standing Agency of the Central Law Education and Dissemination Coordination Council according to the Operation Plan of the Central Law Education and Dissemination Coordination Council in 2024 (with its own Plan) and deploying activities of the Secretariat to assist the Council; Implement solutions to strengthen coordination between the standing agency of the Central Law Coordination and Education Coordination Council and Council members to coordinate and advise on solutions to effectively deploy legal dissemination and education nationwide.

(4) Advise, direct and guide the organization of activities to respond to the Law Day of the Socialist Republic of Vietnam in 2024 associated with implementing key tasks of ministries, branches and localities; Advise on promulgating, monitoring and urging the implementation of the Plan to respond to Vietnam Law Day in the Ministry of Justice and preside over the implementation of a number of response activities that are highlights of responding to Law Day.

(5) Strengthen the application of information technology, implement digital transformation in dissemination, legal education, and mediation at the grassroots level, and legal access standards to meet the requirements of the new situation; Effectively deploy the management, operation and exploitation of the national law dissemination and education portal; building a virtual assistant application to serve dissemination, legal education, grassroots mediation, and legal access standards; Deploying the public investment Scheme "Building a legal information dissemination and education system".

(6) Implement coordinated Schemes, documents, and programs on law dissemination, education, grassroots conciliation, and legal access standards (with separate plans), including:

(i) Scheme "Organizing communication on draft policies that have a major impact on society in the process of developing legal documents for the period 2022-2027" according to Decision 407/QD-TTg dated March 30, 2022;

(ii) Scheme "Strengthening people's ability to access the law" according to Decision 977/QD-TTg dated August 11, 2022;

(iii) Scheme "Pilot innovation of activities to evaluate the effectiveness of legal dissemination and education" according to Decision 979/QD-TTg dated August 12, 2022;

(iv) SubScheme 1 under Scheme 6 on Communication and Information Poverty Reduction under the National Target Program for Sustainable Poverty Reduction for the period 2021–2025;

(v) Carry out dissemination, legal education, and communication on human rights; civil and political rights; prevention and combat of torture prescribed in the Prime Minister's Decisions No. 65/QD-TTg dated January 12, 2018, 1252/QD-TTg dated September 26, 2019, 1079/QD-TTg dated September 14, 2022, and 87/QD-TTg dated February 14, 2023;

(vi) Coordination program 1067/CTPH-BTP-THVN-TNVN-TTXVN dated March 24, 2023 between the Ministry of Justice and Vietnam Television, Voice of Vietnam, and Vietnam News Agency on communication, dissemination, legal education, and information on activities of the Ministry and the Justice sector in the period 2023–2028;

(vii) Continue to implement Coordination Program 2727/CTPH-BTP-HLGVN dated July 25, 2018 on carrying out work between the Ministry of Justice and the Vietnam Lawyers Association;

(viii) Organize the summary of Coordination Program 4144/CTr-BTP-TWDTN dated October 29, 2018 between the Ministry of Justice and the Central Ho Chi Minh Communist Youth Union;

(ix) Implement the Scheme: "Improving the capacity of the team of mediators at the grassroots level for the period 2024-2030"; "Improving the capacity of the team of legal reporters and legal propagandists to disseminate and educate the law in ethnic minority and mountainous areas in the period 2024-2030" after being issued by the Prime Minister.

(7) Organize training and foster knowledge and skills to improve the capacity of teams working on dissemination and education of law, mediation at the grassroots level, and legal access standards:

(i) Organize training on knowledge and skills of policy communication, dissemination, and legal education for the team of central and local legal reporters (point organization);

(ii) Training and retaining state management skills for conciliation work at the grassroots level;

(iii) Organize professional training on assessment and recognition of communes, wards, and towns meeting legal access standards, legal access criteria in assessment and recognition of new rural/advanced rural standards .
