This is a notable content specified in Decree No. 34/2014/ND-CP on the Regulation on land border areas of the Socialist Republic of Vietnam.
According to Decree No. 34/2014/ND-CP of Vietnam’s Government, restricted zone means a territorial section in a land border area and established to manage, protect and maintain security and order; prevent and combat acts of trespassing, sabotaging, exploiting or collecting state secrets.
Concurrently, land border areas of the Socialist Republic of Vietnam (below referred to as land border areas) include communes, wards and townships (below referred to as communes) which have part of their administrative boundaries overlapping the national land borderline.
The management of activities in restricted zones is prescribed as follows:
- People’s Councils of border provinces shall determine restricted zones in their respective localities at the request of provincial-level functional agencies.
- The Minister of National Defense shall determine restricted zones for national defense works and border works and notify them to provincial-level People’s Committees of localities which have such zones.
- Management and protection of restricted zones
+ Restricted zones must have protection regulations set out by heads of agencies or units managing such zones;
+ Vietnamese citizens and foreigners (except those permitted to permanently reside and work in restricted zones) who enter restricted zones must have papers specified in Clause 1 or 2, Article 6 of this Decree and be permitted by heads of agencies or units managing such zones.
