According to Clause 1, Article 2 of Circular 08/2013/TT-BNV of the Ministry of Home Affairs of Vietnam, the duration of holding a salary rank to consider regular salary rank promotion for officials and public employees is stipulated as follows:
- For senior expert positions: If not yet positioned at the final salary rank in the senior expert salary table, after 5 years (full 60 months) holding the salary rank in the senior expert salary table, they will be considered for a one-rank salary promotion;
- For titles requiring education levels from college upwards: If not yet positioned at the final salary rank in the title or rank, after 3 years (full 36 months) holding the salary rank in the title or rank, they will be considered for a one-rank salary promotion;
- For titles requiring education levels from intermediate or lower and execution, service employees: If not yet positioned at the final salary rank in the title or rank, after 2 years (full 24 months) holding the salary rank in the title or rank, they will be considered for a one-rank salary promotion.
However, during the period of holding the current salary rank, if officials and public employees and workers have received a notification or written decision from the competent authority about not completing the assigned annual tasks or being disciplined in forms such as reprimand, warning, demotion, or dismissal, the regular salary rank promotion period will be extended beyond the regulated time as follows:
