Vietnam: What regulations must cars be allowed to participate in road traffic satisfy?

This is a notable content of the Draft Law on ensuring road traffic order and safety, which was submitted to the National Assembly of Vietnam for consideration on June 01, 2020.

According to the Draft Law on ensuring road traffic order and safety of Vietnam, automobiles allowed to participate in traffic must be of the right type and design of the manufacturer approved by Vietnamese and international competent authorities, sample certification, must be managed in terms of quality, technical safety and environmental protection from the time of production, assembly, importation and in the process of participating in traffic and must be issued with a certificate of vehicle registration by a competent state agency and affixed with a license plate, ensuring the regulations on quality, technical safety and environmental protection, the vehicle's structures must be durable and ensure stable performance, specifically as follows:

- Having a sufficient effective braking system;

- Having an effective steering system;

- The steering wheel of the car is on the left side of the vehicle; in the case of foreigner's cars registered in foreign countries with right-hand drive in traffic in Vietnam, comply with the Government's regulations;

- There are enough lights near and far, number plate lights, brake lights, signal lights;

- Having rims and tires of the right size and technical standards of each vehicle;

- Having enough rear-view mirrors and other equipment and devices to ensure the operator's vision and observation ability;

- Windshield, door glass, rear glass are safety glass;

- There is a horn with the volume in accordance with the technical regulations;

- There are enough silencers, smoke reduction units and other equipment and devices to ensure emissions and noise according to environmental standards;

- There is an airbag in the driver's seat and the front row seat's position in the car for cars carrying up to 9 seats;

- Having seats, beds, seat belts, anchoring mechanisms for seat belts in accordance with regulations; there are instructions for fitting a child car seat in the user manual;

- Having a CCTV camera when reversing the vehicle (the implementation schedule starts from January 01, 2025, applicable to vehicles imported, manufactured and assembled domestically);

- Automobiles for transport business must be equipped with cruise monitoring devices according to the Government's regulations; automobiles for passenger transport business with a capacity of 09 seats (including the driver) or more, automobiles for goods transport business by containers, tractors must be equipped with cameras to record and store images according to the Government's regulations;

- Having signal devices made of reflective material for cars towing trailers, semi-trailer tractors, and trucks with a maximum design mass of over 3500kg and a total length of more than 10 meters;

- Unexpired according to Government’s regulations;

- In case it is necessary to supplement the conditions on technical safety equipment of the vehicle, the Government shall report it to the National Assembly Standing Committee for decision. The Government shall provide specific regulations for school buses to pick up and drop off students.
