On June 14, 2007, the Government of Vietnam issued Decree 103/2007/ND-CP stipulating the responsibilities of heads of agencies, organizations, units and the responsibilities of Vietnamese officials and public employees in thrift and wastefulness prevention.

According to Article 25 of Decree 103/2007/ND-CP, the head of the entity must conduct an investigation and provide an official conclusion about a violation against the regulations on thrift and wastefulness prevention within 60 days from the date of detecting such violation.
Within 30 days from the date of the official conclusion regarding the violation against the regulations on thrift and wastefulness prevention or from the date the judgment on the violation against the regulations on thrift and wastefulness prevention becomes legally effective, the head of the entity and its immediate superior is responsible for reviewing and taking disciplinary action or reporting to the competent authority to review and take disciplinary actions against the head of the entity who has direct responsibility or joint liability for the occurrence of the violations against the regulations on thrift and wastefulness prevention.
Additionally, this Decree also stipulates the power to make disciplinary decisions against the heads of entities, officials, and public employees committing violations against regulations on thrift and wastefulness prevention in accordance with the current management hierarchy of Vietnamese officials and public employees.
