Vietnam: What is the operating regime of the anti-terrorism steering committees?

Recently, the Government of Vietnam issued Decree No. 07/2014/ND-CP regulating the organization, tasks, powers, and coordination relationships of the anti-terrorism steering committees at all levels.

The operating regime of the anti-terrorism steering committees is specified in Decree No. 07/2014/ND-CP of Vietnam’s Government as follows:

- The anti-terrorism steering committee shall operate on the principle of centralized unity; decide on matters within its jurisdiction through regular or irregular meetings, or through written opinions. The Head of the steering committee shall conclude and take responsibility for his decisions. The anti-terrorism steering committee is responsible for issuing and implementing its own operational regulations.

- The Minister of Public Security shall establish and define the functions, tasks, and organizational structure of the permanent office of the national anti-terrorism steering committee, as well as the permanent offices of the provincial-level and centrally-governed city-level anti-terrorism steering committee. The Ministers and Heads of the agencies under the Ministry determine the functions, tasks, and organization of their respective agencies or units assisting the Ministry's anti-terrorism steering committee.
