According to Circular 36/2013/TT-BCT, the initial advance amount for the implementation organization of an industrial encouragement scheme in Vietnam is prescribed as follows:

1. Advance 30% of the scheme's assistance amount

- Applicable schemes: Investment in the infrastructure construction of an industrial cluster; construction of environmental pollution treatment systems in industrial clusters in Vietnam.

- Application for advance payment: scheme implementation contract; assistance provision contract between the scheme implementation unit and the investor; contract between the investor and the contractor (in case the investor hires externally); progress report of the scheme implementation unit determining that over 50% of the workload of the item eligible for assistance has been completed.

2. Advance 70% of the scheme's assistance amount

- For schemes on the organization of vocational training and vocational transmission

Application for advance payment: scheme implementation contract; plan to organize vocational training and vocational transmission of the implementing unit according to Form No. 11 Appendix 1 of Circular 36/2013/TT-BCT.

- For assistance provision schemes for consulting, training, coaching, conferences, seminars, forums; study visits; brand building, registration; establishment of associations, professional associations; building clusters of industrial enterprises; cleaner production assessment.

Application for advance payment: scheme implementation contract; scheme implementation organization plan of the implementing unit (for training, conferences, seminars, study visits; brand building, and registration activities).

- For assistance provision schemes: Organizing fairs, and exhibitions; assistance provisioning participation in domestic fairs and exhibitions; producing television and radio programs; building databases, and websites; printing leaflets, and brochures; other forms of mass media; preparing detailed plans for industrial clusters.

Application for advance payment: scheme implementation contract; assistance provision contract between the implementing unit and the investor (for schemes assistance provisioning the preparation of detailed plans for industrial clusters).

- For assistance provision schemes for building technical demonstration models; applying machinery, transferring advanced technology; and building systems to treat environmental pollution at rural industrial establishments.

Application for advance payment: scheme implementation contract, progress report of the implementing unit determining the value of the completed workload corresponding to over 70% of the scheme's total investment capital.

3. Advance 100% of the scheme's implementation budget

- For assistance provision schemes for the establishment of rural industrial production enterprises.

Application for advance payment: scheme implementation contract; site acceptance record according to Form No. 5b Appendix 1; report on completed volume and contract implementation budget according to Form No. 3b Appendix 1 of Circular 36/2013/TT-BCT; a valid copy of the business registration certificate issued by the competent authority.
