On April 16, 2014, the Ministry of Finance of Vietnam issued Circular 46/2014/TT-BTC on regulations regarding the examination, management, issuance, and revocation of valuer cards in Vietnam.

Under Circular 46/2014/TT-BTC, the registration application for initially taking the valuer exam in Vietnam includes:
- An exam registration form confirmed by the agency or unit of employment or the People's Committee of the ward or commune of residence, with a color photo sized 4x6cm taken within 06 months from the registration date and stamped as per the specifications in Appendix No. 02a. A confirmation letter about the actual working period of 36 months or more at the agency or unit in the relevant field from the date of obtaining a university degree to the last day of the registration period, signed by the legal representative and stamped by the agency or unit as stipulated in Appendix No. 02b issued with this Circular. Persons who register to initially take the exam must register for at least 03/05 specialized papers on Law applicable in the field of valuation;
- A résumé confirmed by the agency or unit of employment or the People's Committee of the ward or commune of residence;
- A certified true copy of the ID card or passport;
- A certified true copy of the university or postgraduate diploma in valuation, pricing, economics, economic-technical, engineering, law from legally recognized educational institutions in Vietnam or abroad;
- A certified true copy of the still-valid valuation certificate issued by organizations providing valuation training; In cases of exemption from having the valuation certificate, if the college, university, or postgraduate diploma does not explicitly state the specialization in valuation, the candidate must submit a certified transcript proving the study of such specializations;
- 03 (three) color photos sized 4x6cm taken within 06 months from the registration date, 03 (three) stamped envelopes with the recipient's name and address;
- Exam fee receipt;
