According to Circular 36/2013/TT-BCT, the composition of the application and the time for national industrial encouragement plan registration in Vietnam are regulated as follows:

1. Composition of the application and the time for national industrial encouragement plan registration for grassroots-level assessment

Units are required to submit 3 sets of applications for a national industrial encouragement scheme to the Department of Industry and Trade of Vietnam for grassroots-level assessment, including:

- An application form for the implementation of the scheme;

- The industrial encouragement scheme prepared under Article 5 of this Circular. For industrial encouragement schemes where the implementing unit is not the beneficiary unit, an application form for assistance from the beneficiary unit is required;

- Certain types of national industrial encouragement schemes accompanied by documents as specified in Annex 2 of Circular 36/2013/TT-BCT. For schemes prepared as a group (not requiring specific identification of the location, beneficiary unit, and cooperating unit when approving the national industrial encouragement plan), during the approval process, the Department of Industry and Trade of Vietnam may require additional relevant documents as necessary for assessment.

The time for submitting the application for units registering the national industrial encouragement plan with the Department of Industry and Trade of Vietnam is before May 20 each year (or another time as directed by the Department of Industry and Trade of Vietnam).

2. Composition of the application and the time for national industrial encouragement plan registration for ministerial-level assessment

Departments of Industry and Trade, national industrial encouragement centers at regions, and other units must send 1 application to the Agency for Regional Industry Department, including:

- A registration report on the national industrial encouragement scheme as specified in Clause 1, Article 6 of Circular 36/2013/TT-BCT;

- Grassroots-level assessment sheet for schemes and tasks registered by the Department of Industry and Trade of Vietnam or grassroots-level assessment sheet from the Department of Industry and Trade of Vietnam where the scheme is implemented for schemes carried out by other units (excluding national industrial encouragement centers at regions) on the scale of a province or municipality. The grassroots-level assessment sheet is prepared according to Form No. 4a or Form No. 4b in Annex 1 of Circular 36/2013/TT-BCT;

- Certain types of national industrial encouragement schemes accompanied by documents as specified in Annex 2 of Circular 36/2013/TT-BCT.

The time for submitting the application for the Departments of Industry and Trade, national industrial encouragement centers at regions, and other units to the Agency for Regional Industry Department is before June 15 each year (or another time as directed by the Agency for Regional Industry Department).
