In Article 13 of Circular 20/2010/TT-BKHCN, the responsibilities of the Executive Board of the Program are stipulated as follows:
- Be responsible before the Prime Minister of Vietnam for organizing the Program implementation and managing and operating the Program's activities; approve and organize the implementation of the Executive Board's annual work plan; the overall plan, specific phases, and the annual plan of the Program.
- Guide ministries and Provincial People's Committees in developing and implementing productivity and quality projects of central authorities and provinces; propose recommendations and solutions to the Prime Minister of Vietnam, ministries, and central authorities and provinces to effectively organize the Program implementation.
- Coordinate overall activities among productivity and quality projects under the Program; guide the integration of development tasks of sectoral projects, national target programs, and other socio-economic development programs with productivity and quality projects under this Program for implementation.
- Guide and organize inspection and assessments of the Program implementation result, and the productivity and quality projects of central authorities, provinces, and enterprises.
