Vietnam: What are the responsibilities of educational institutions in the offer and receipt of scholarships or subsidies?

On August 11, 2011, the Ministry of Education and Training of Vietnam issued Circular 35/2011/TT-BGDDT prescribing the offer and receipt of scholarships or subsidies granted to students of educational institutions in the national education system.

Under Article 8 of Circular 35/2011/TT-BGDDT, the responsibilities of educational institutions in the offer and receipt of scholarships or subsidies granted to students of educational institutions in the national education system in Vietnam are specified as follows:

1. Responsibilities of the principal of the educational institution in Vietnam:

- Actively seek funding sources and take measures to encourage sponsors to support students with financial difficulties, students under policy categories, disabled students, and promote talents.

- Issue regulations on the process and procedures for selecting and offering scholarships or subsidies; assign tasks to the unit serving as the focal point for receiving, selecting, and offering scholarships or subsidies based on the provisions of this Circular and the specific conditions of the educational institution.

- Establish a Council for consideration and selection of students eligible for scholarships or subsidies at the educational institution, chaired by a representative of the institution's leadership, including representatives from various functional departments and the Parent committee (for preschools, general education institutions, and continuing education centers) or representatives from the Ho Chi Minh Communist Youth Union, Student Association (for vocational secondary schools and higher education institutions).

- Coordinate with sponsors to effectively organize programs on granting scholarships or subsidies for students.

- Monitor, achieve, and manage dossiers, organize the reception, consideration, and offer of scholarships or subsidies for students in accordance with Clause 2, Article 5 of this Circular; annually compile and report to the superior educational authority by August 1 on the scholarships or subsidies received during the academic year.

2. Responsibilities of the Department of Education and Training in Vietnam:

- Direct the divisions of education and training and affiliated educational institutions to receive, consider, and offer scholarships or subsidies under the provisions of this Circular.

- Organize inspections and audits of the reception, consideration, and offer of scholarships or subsidies for students at affiliated educational institutions.

- Compile the results of the reception, consideration, and offer of scholarships or subsidies for students at affiliated educational institutions, and report to the Ministry of Education and Training by August 30 annually.

- Organize commendations, honors, or advise the provincial People's Committee and the Ministry of Education and Training to reward and encourage agencies, organizations, and individuals that sponsor scholarships or subsidies for students.
