The responsibilities of authorities managing and operating the National Program on improving the productivity and quality of products of Vietnamese enterprises by 2020 are clearly defined in Circular No. 20/2010/TT-BKHCN.

Article 12 of Circular 20/2010/TT-BKHCN stipulates the following content:
- The Minister of Science and Technology and the Head of the Program Execution Board determine the establishment of the Execution Board, which includes members who are representatives of the Ministries of Planning and Investment, Finance, Industry and Trade, Agriculture and Rural Development, Information and Communications, Construction, Transport, Health, and the agencies under the Ministry of Science and Technology. The Program Execution Board is responsible for managing and directing the organization and implementation of the Program.
- The General Department of Standards, Metrology and Quality under the Ministry of Science and Technology acts as the Standing Body of the Execution Board to assist the Program Execution Board.
- The agencies managing central productivity and quality projects as assigned by the Minister of the leading Minister assist the Minister in managing and directing the implementation of projects under the Ministry's responsibility.
- The Department of Science and Technology shall lead and cooperate with the project management agency to assist the Provincial People's Committee in managing and directing the implementation of provincial projects. The Sub-Department of Standards, Metrology, and Quality is the Standing Body assisting the Department of Science and Technology in managing and directing the implementation of provincial productivity and quality projects.
