Vietnam: What are the regulations on the salary grading for IT public employees holding college degrees?

According to Circular 29/2020/TT-BTTTT, for public employees holding college degrees, classified under public employee category A0 in the recruitment date as stipulated in Decree 204/2004/ND-CP and appointed to the professional title of Grade IV System Administrator (code V11.06.15) or Grade IV Software Developer (code V11.08.22), the salary grading shall follow the working period with compulsory social insurance premium payment as per the state's payroll, excluding the probation period as follows:

Starting from step 2 on the payroll applicable to public employee category B, for every 2 working years (24 months), the employee is promoted by one step (if there is a non-continuous working period without social insurance benefits, it can be accumulated). If the regular pay rise is delayed due to not completing assigned tasks or being disciplined according to legal regulations, the regular salary step upgrading is extended accordingly. If promoted ahead of schedule due to outstanding achievements, the early promotion period will be considered for the next higher salary step. If the working period is converted for salary step placement in the newly appointed professional title and there are remaining months less than 24 months, these months will be counted towards the next salary step upgrading or seniority allowance (if applicable).

Upon transferring and being reclassified to the professional titles of Grade IV System Administrator or Grade IV Software Developer, if the salary coefficient assigned to these professional titles plus the seniority allowance (if any) is lower than the previous salary coefficient, the differential coefficient for retention will be applied to match the previous salary coefficient (including seniority allowance if any). This differential coefficient will be retained as long as the public employee's salary is classified under the professional titles of Grade IV System Administrator or Grade IV Software Developer. If promoted, the differential coefficient is added to the current salary coefficient for reclassification in the newly promoted professional title, and the differential coefficient for retention ceases from the date the new salary is applied.
