Recently, the Ministry of Finance of Vietnam issued Circular 46/2014/TT-BTC on regulations regarding the examination, management, issuance, and revocation of valuer cards in Vietnam.
Vietnam: What are the regulations on organizing the valuer exam? (Illustrative image)
Circular 46/2014/TT-BTC specifically regulates the organization of the valuer exam in Vietnam as follows:
1. Time of exam organization
- Each year, the Ministry of Finance organizes at least 01 (one) valuer exam;
- At least 60 days before the exam, the Examination Council announces the exam organization plan, conditions, registration application, time, location, and other relevant information on the web portals of the Ministry of Finance and the Department of Price Management (hereinafter referred to as the electronic means of the Ministry of Finance);
- Within 60 days from the end of the exam, the Examination Council will announce the results to each candidate. If necessary, the Chairman of the Examination Council may decide to extend the announcement time, but it must not be more than 30 days.
2. Exam content and papers
Candidates for the valuer exam in Vietnam must take 06 papers as follows:
- Specialized papers: Law applicable in the field of prices and valuation; principles of market price formation and basic principles of valuation; real estate valuation; machinery and equipment valuation; enterprise valuation;
- Foreign language paper: English (level C).
The content of specialized papers includes theory and application through case studies as specified in Appendix 01 attached to this Circular. The Ministry of Finance ò Vietnam is responsible for drafting, updating, and uniformly issuing the content, program, study materials, and review materials for the valuer exam.
3. Exam format, duration, and language
- Exam format: Script and/or multiple-choice test for each paper;
The duration of specialized papers is 150 minutes, for the paper on principles of market price formation and basic principles of valuation, it is 180 minutes, and for the English paper, it is 120 minutes;
- Language of specialized papers: Vietnamese.
