This is a key provision in Circular 42/2015/TT-BYT of the Ministry of Health providing guidance on the functions, duties, powers, and organizational structure of the provincial and central forensic centers, effective from January 5, 2016.

According to Article 4 of Circular 42/2015/TT-BYT, the responsibilities of the Provincial Forensic Centers include:
1. Conduct forensic assessments within the provincial territory, including:
- Assess and re-assess bodily injuries caused by trauma and other causes;
- Assess bodily violations for litigation purposes, gender determination examination;
- Assess and re-assess corpses, assessing remains.
Participate in forensic assessments of deaths caused by natural disasters within and outside the country as directed by the Ministry of Health and competent authorities;
- Assess and re-assess case files;
- Other forensic assessments as prescribed by law and requested by procedural authorities;
- Conduct forensic assessments upon legal request.
2. Participate in activities prescribed by law, including:
- Participate in the Execution Council for capital punishment;
- Determine brain death to facilitate the donation, removal, and transplantation of human tissues and organs as prescribed by law.
3. Research and participate in research applying scientific and technical advancements in forensic medicine.
4. Participate in professional and technical training and retraining in forensic medicine. Serve as a practice facility for medical training institutions within the province and the Central government in the forensic assessment sector.
5. Provide medical services upon demand when conditions are met and authorized by competent state agencies as prescribed by law.
6. Manage public employees, employees, and manage finance, and assets of the unit as prescribed by law.
7. Implement policies on information and statistical reports, and report to the Department of Health, Department of Justice, and National Forensic Institute regarding forensic assessment, proposing measures to enhance forensic service efficiency within the provincial territory.
8. Manage and implement national health schemes, projects, programs, and international cooperation in forensic medicine within the province as assigned and approved by competent authorities.
9. Perform other duties assigned by the provincial People's Committee, Department of Health, and competent state agencies.
Additionally, according to Article 3 of Circular 42/2015/TT-BYT, Provincial Forensic Centers in Vietnam shall organize and conduct forensic assessments within the province; conduct scientific research, and participate in professional training and retraining in forensic medicine.
