Vietnam: What are regulations on college-level train operations management?

This is an important content of Circular No. 50/2018/TT-BLDTBXH of the Ministry of the Ministry of Labor, Invalids and Social Affairs of Vietnam regulating the minimum knowledge requirements and competency that learners must achieve upon graduation from intermediate and college levels in the fields of mining engineering and other technical fields.

What are regulations on college-level train operation management? (Illustration)

According to Circular 50/2018/TT-BLDTBXH, college-level train operation management is a profession where practitioners directly serve in railway operations, engaging in work directly related to managing train operations, organizing railway activities, and managing trains along the routes and stations to ensure safety and high efficiency. This profession meets level 5 requirements in the Vietnamese National Qualifications Framework. The minimum knowledge load is 2,500 hours (equivalent to 90 credits).

To accomplish this, railway operations managers must possess the capability to work in teams, closely coordinating among different departments and positions. They need a high sense of discipline and focus during tasks because minor errors can lead to significant consequences.

Practitioners in railway operations management work in various departments such as distant points, signal stations, locomotive and car coupling, yard masters, station dispatchers, train conductors, train operation supervisors at stations and along the routes, in organizations managing railway transportation or companies in the railway transport business.

Individuals working in railway operations management need to be in good health as required, capable of working at any time in various weather conditions. They must utilize combined sensory functions, particularly hearing and vision, to perform and observe signals for railway operations. They need decisiveness in handling situations to prevent and mitigate the consequences of incidents or accidents in train operations.

Practitioners must strictly adhere to railway legal regulations, possess sufficient professional knowledge and skills to meet job requirements. Additionally, they should continuously engage in learning to refine and enhance their knowledge and professional skills.
