Vietnam: War invalids will be supported by the State to improve housing

According to Article 24 of the Ordinance on preferential treatment given to people with meritorious services to the revolution 2020 of Vietnam, war invalids are entitled to the following preferential regimes:

- Monthly allowances:

+ Monthly allowance based on the body injury rate and the type of wounded soldier;

+ Allowance for helper for war invalids and policy beneficiaries as war invalids with a body injury rate of 81% or higher living at home;

+ Monthly allowances for war invalids and policy beneficiaries as war invalids with an injury rate of 81% or more;

+ Special monthly allowance for war invalids, policy beneficiaries as war invalids with a body injury rate of 81% or higher with particularly serious injuries. War invalids and policy beneficiaries as war invalids who receive special monthly allowances are not entitled to monthly allowances.

- Health insurance.

- Nursing rehabilitation for every two years; in cases where the body injury rate is 81% or higher, the nurse will restore their health annually.

- Prioritize, support in education and training, facilitate work in state agencies, organizations and enterprises based on the body injury rate.

- The preferential regimes specified at Point c, e, g, h, i and k Clause 2 Article 5 of this Ordinance:

+ Provide necessary assistive devices, orthopedic tools, means and equipment for rehabilitation as specified by orthopedic and rehabilitation establishments in the labor - invalids and social affairs sector or hospitals at the province or higher level; (new provision)

+ Support for housing improvement based on each person's merits and circumstances or when there are housing difficulties; (new provision)

+ Exemption or reduction of land use levy when being allocated residential land by the State, changing the purpose of land use to residential land, recognizing the right to use residential land, when purchasing houses owned by the State; (new provision)

+ Prioritize allocation or lease of land, water surface, sea surface; prioritize forest protection and development contracts;

+ Preferential loans for production and business;

+ Tax exemption or reduction as prescribed by law.

- To be supported by the State with initial facilities, including workshops, schools, classrooms, equipment, to receive preferential loans for production and business, tax exemption or reduction as prescribed by law for production and business establishments exclusively for war invalids and policy beneficiaries as war invalids and sick soldiers.

It can be seen that in comparison with the Ordinance on preferential treatment given to people with meritorious services to the revolution amended in 2012, the Ordinance on preferential treatment given to people with meritorious services to the revolution 2020 has added 03 new preferential regime for war invalids. In which, depending on the merits and circumstances of each person or when there are difficulties in housing, the State will support to improve housing for war invalids.
