This is one of the contents stipulated in Circular 33/2014/TT-BKHCN promulgating the regulation on management of ministerial-level science and technology tasks of the Ministry of Science and Technology of Vietnam, issued on November 06, 2014.
Vietnam: Time limit for approval of tasks and signing of science and technology contracts (Illustrative image)
According to Article 14 of Circular 33/2014/TT-BKHCN, the regulations on the time limit for approval of tasks and signing of science and technology contracts in Vietnam are as follows:
- The individual in charge and the host unit of the science and technology task must complete the dossier according to the appraisal minutes and submit it to the Department of Planning - General Affairs within 7 working days from the date of receiving the appraisal opinions.
- Within 7 working days from the date of receiving the completed science and technology task dossier according to the opinions of the Council and the Appraisal Team, the Department of Planning - General Affairs shall submit to the Minister of Science and Technology for approval: the name of the science and technology task, the host unit, the individual in charge, the performance period, the budget, and the method of expenditure for the science and technology task.
- The Minister of Science and Technology shall assign the Director of the Department of Planning - General Affairs to sign the science and technology contract using the contract template issued together with Circular No. 05/2014/TT-BKHCN dated April 10, 2014, of the Minister of Science and Technology. The Ministry of Science and Technology of Vietnam will provide additional guidance on the contract template in case of change in the funding allocation under the fund mechanism.
