Vietnam: The rates of tuition fees must be disclosed simultaneously with the enrollment notice

Specifically, according to Article 65 of the Law on Higher Education 2012 of Vietnam, tuition fees are prescribed as follows:

- The Government shall specify the content and method for fixing the tuition fees and enrolment charges, the tuition fee and enrolment charge bracket at public higher education institutions.

- Higher education institutions are entitled to independently determine the tuition fees and enrollment charges within the tuition fee and enrollment charge bracket specified by the Government.

- Private higher education institutions and foreign-capitalized higher education institutions are entitled to independently determine the tuition fees and enrollment charges as prescribed by law.

- The rates of tuition fees and enrolment charges must be disclosed simultaneously with the enrolment notice.

- Higher education institutions providing high quality training programs are entitled to collect tuition fees equivalent to the training quality.

The Minister of Education and Training shall specify the criteria for identifying high quality training programs and the responsibilities for managing and supervising the tuition fees equivalent to the training quality.

As is known, tuition fees are one of the financial sources of higher education institutions. But relying on tuition fees alone is not enough to develop the institution, so in addition to tuition fees, higher education institutions also have financial sources from:

- The State budget (if any);

- Revenue from the activities of associate training, scientific and technology; production, trading and services;

- Sponsorship, aid, gift and presents from domestic or foreign organizations and individuals;

- Investment from domestic or foreign organizations and individuals;

- Other legal revenues as prescribed by law provisions.

The Law on Higher Education 2012 of Vietnam takes effect from January 01, 2013.
