Regarding this issue, LawNet would like to answer as follows:
The Ministry of Health of Vietnam issued Decision 128/QD-BYT on January 17, 2024, regarding the Plan for Health Information and Communication in 2024.
The Plan for Health Information and Communication in 2024 includes the following:
(1) Communicating policies on protecting, caring for, and improving people's health:
- Strengthening communication of policies, guiding principles, and policy directions of the Party committee, National Assembly, Government, and Ministry of Health, and the efforts and responsibilities of Party committees and authorities at all levels in gradually overcoming difficulties and resolving existing issues in the healthcare sector.
- Continuing to implement Directive 07/CT-TTg issued by the Prime Minister in 2023 on strengthening policy communication.
- Communicating new policies on Laws, Decrees, Circulars, Projects, Strategies, and legal documents that have been or will be issued and are in effect: Directive 25-CT/TW in 2023 on continuing to consolidate, improve, and enhance the quality of grassroots healthcare in the new situation; Law on Health Examination and Treatment 2023; Law on Bidding 2023 applicable to the healthcare sector; Law on Emulation and Commendation 2022;... Legal documents and policy mechanisms issued in the healthcare sector in 2023 (details in Appendix 1).
(2) Communicating the key tasks and solutions for healthcare in 2024 based on Report 11/BC-BYT dated January 4, 2024, summarizing the healthcare work in 2023 and the tasks and solutions for 2024 (details in Appendix 2).
(3) Enhancing communication on notable healthcare achievements and events, in-depth medical technical achievements, scientific research, application of advanced technology to improve the quality of healthcare services, first-time implementation of rare diseases or medical miracles at healthcare facilities, combining traditional medicine with modern medicine, healthcare information data, promoting the development and use of digital healthcare platforms to implement the National Digital Transformation Program, administrative reform, etc.
(4) Strengthening health education communication, providing complete, timely, and accurate information on diseases, health risks, and factors affecting health; implementing risk communication to help people improve awareness, change behaviors beneficial to health, and proactively prevent diseases to protect and improve their health; actively participating in universal health insurance; and supporting and participating in local healthcare activities.
Continuing the effective implementation of Decision 02/QD-BYT dated January 2, 2020, approving the Comprehensive Communication Plan for Health Risk in Vietnam for the period 2020–2025 and vision to 2030.
(5) Enhancing medical ethics and profession, launching and implementing the patriotic movement, fostering medical ethics, improving professional knowledge and skills, promoting learning and following the ethical example of Ho Chi Minh in healthcare staff, launching the movement for the whole people and society to participate in disease prevention and control, and improving health. Communicating the discovery, nurturing, praising, and replicating exemplary collectives and outstanding individuals who excel in protecting, caring for, and improving people's health, with special attention to rewarding direct workers at healthcare facilities.
