On April 17, 2024, the Minister of Agriculture and Rural Development issued Decision 1119/QD-BNN-TCCB, which regulates the functions, tasks, powers, and organizational structure of the Inspectorate of the Ministry of Agriculture and Rural Development.
The organizational structure of the Inspectorate of the Ministry of Agriculture and Rural Development in 2024 is as follows:
- Leadership of the Inspectorate:
The leadership of the Inspectorate includes the Chief Inspector and Deputy Chief Inspectors appointed and dismissed by the Minister in accordance with regulations.
+ The Chief Inspector manages the activities of the Inspectorate, takes responsibility before the Minister of Agriculture and Rural Development and the law for the implementation of the functions, tasks, and powers of the Inspectorate, as well as the tasks assigned or authorized by the Minister.
+ Deputy Chief Inspectors assist the Chief Inspector in monitoring and directing specific aspects of work as assigned by the Chief Inspector, and take responsibility before the Chief Inspector and the law for the performance of the assigned tasks.
- Specialized departments:
+ Department of General Administration;
+ Department of Administrative Inspection;
+ Department of Specialized Inspection;
+ Department of Public Reception and Complaint Handling;
+ Department of Anti-Corruption and Anti-Misconduct;
+ Department of Monitoring, Assessment, and Post-Inspection Handling.
The Chief Inspector of the Ministry of Agriculture and Rural Development determines the functions, tasks, powers, and organizational structure of the specialized departments under the Inspectorate in accordance with the delegation of the Minister and the provisions of the law.
- Inspectors are appointed and dismissed in accordance with the provisions of the law, and have authority, tasks, and powers as prescribed by the law.

Article 2 of Decision 1119/QD-BNN-TCCB in 2024 specifies the position and functions of the Inspectorate of the Ministry of Agriculture and Rural Development as follows:
- The Inspectorate of the Ministry of Agriculture and Rural Development is an agency of the Ministry, assisting the Minister in state management of inspection activities, citizen reception, settlement of complaints and denunciations, and anti-corruption and anti-misconduct. The Inspectorate carries out administrative inspection tasks for agencies, organizations, and individuals under the management of the Ministry, as well as specialized inspection tasks in areas within the state management scope of the Ministry as prescribed by the Minister, ensuring no overlap with the functions and tasks of the Departments authorized by the Ministry to perform specialized inspection functions. The Inspectorate also handles citizen reception, complaint settlement, and prevention and combat of corruption and negative phenomena as prescribed by the law.
- The Inspectorate of the Ministry of Agriculture and Rural Development (hereinafter referred to as the "Inspectorate") is under the direction and management of the Minister and the guidance of the Government Inspectorate in terms of inspection work and professional guidance.
- The Inspectorate is a legal entity, with its own seal and bank account, and has its operating budget as prescribed by the law.
- The headquarters of the Inspectorate is located in Hanoi.
