Recently, the Ministry of Information and Communications of Vietnam issued Circular 23/2012/TT-BTTTT on the elaboration of postage stamps.

According to Article 30 of Circular 23/2012/TT-BTTTT, the Ministry of Information and Communications of Vietnam is the copyright holder of the postage stamp design. The use, partial or whole, copying of the content, images, or ideas of the postage stamp design must be permitted in writing by the Ministry of Information and Communications of Vietnam.
Furthermore, the Ministry of Information and Communications of Vietnam decides on the organization of exhibitions, fairs, and postage stamp displays at the national and international levels held in Vietnam and appoints specialized units to represent at international postage stamp exhibitions held in Vietnam and abroad.
Vietnamese and foreign organizations and individuals engaging in organizing national and international postage stamp exhibitions in Vietnam must obtain permission from the Ministry of Information and Communications of Vietnam and comply with other State regulations related to exhibition activities.
The organization of postage stamp exhibitions, fairs, and displays at the provincial and city level nationwide must comply with the regulations of the State and the Ministry of Culture, Sports, and Tourism regarding exhibition activities and must report to the Ministry of Information and Communications of Vietnam at least 30 working days before the opening date.
Additionally, the Ministry of Information and Communications of Vietnam determines the content required for assessment and publishes the results of the assessment of Vietnamese postage stamps.
The Ministry of Information and Communications of Vietnam decides whether to delegate the task to competent authorities or assign an independent specialized agency to conduct the mentioned assessment of Vietnamese postage stamps.
The funding for state management activities regarding postage stamps shall be funded from the annual operational budget of the Ministry of Information and Communications of Vietnam and other sponsorships (if any).
