Vietnam: The Ministry of Agriculture and Rural Development actively applies information technology in the implementation of the reporting regime

According to Article 7 of Circular No. 01/2020/TT-BNNPTNT of the Ministry of Agriculture and Rural Development of Vietnam, the Ministry of Agriculture and Rural Development is responsible for applying information technology in the implementation of the reporting regime, building a reporting information system to implement electronic reporting, creating favorable conditions for the synthesis, sharing of reporting information and saving time and costs for reporting subjects.

Legal value of electronic reports and the use of digital signatures in accordance with current regulations on the application of information technology in the activities of state agencies.

The Ministry of Agriculture and Rural Development ensures the technical, technological, safety, and security infrastructure for the operation of the Ministry of Agriculture and Rural Development's reporting information system. Specifically, the Ministry of Agriculture and Rural Development's reporting information system is regulated as follows in this Circular:

- The reporting information system of the Ministry of Agriculture and Rural Development is built to ensure the principles specified in Article 15 of Decree No. 09/2019/NĐ-CP and basic functional requirements specified in Article 17 and Clause 2, Article 18 of Decree No. 09/2019/NĐ-CP of Vietnam’s Government.

- The reporting information system of the Ministry of Agriculture and Rural Development was built and installed to integrate with the executive document management system of the Ministry of Agriculture and Rural Development and is allowed to extract general reports from information systems and specialized databases, ensuring the form is consistent with the form provided by the National Reporting Information System.
