On December 28, 2018, the Minister of Labor - War Invalids and Social Affairs of Vietnam issued the Circular No. 56/2018/TT-BLĐTBXH prescribing the minimum amount of knowledge and capacity requirements that learners achieve after graduating from intermediate or college degrees in industries and professions in the fields of transport services, environment and security.
According to Circular No. 56/2018/TT-BLĐTBXH of the Ministry of Labor - War Invalids and Social Affairs of Vietnam, ship navigation at college level is the profession that operates and uses all systems, equipment on board, marine support equipment, Codes related to the ship navigation industry as well as Vietnamese and international regulations to ensure the safety and security of ships, people and goods, ensuring economic efficiency and protect the marine environment during operation, meeting level 5 requirements in the Vietnam National Qualifications Framework.
- The profession of ship navigation is one of the international professions, the practice capacity must fully meet the provisions of the International Convention on Standards of Training, Certification and Watchkeeping. After graduation, in addition to being awarded a diploma at the college level, students will have to attend training courses to receive training certificates in accordance with the provisions of the Convention. When starting to work on a seagoing vessel, it is mandatory to perform from the lowest position as a sailor on watch, after the prescribed working time, when the conditions on time and training certificate are met, the training certificate will be issued, he/she will be assigned higher positions.
- In order to practice, learners must be in good health, professional ethics, have sufficient professional knowledge and skills to meet the job according to their title. Moreover, learners need to regularly study to improve communication skills in foreign languages, expand social knowledge; practice carefulness, detail and clarity; build career awareness and passion for the profession.
Minimum amount of knowledge: 2,500 hours (equivalent to 85 credits).
