Vietnam: The Marking Board of the recruitment exam for officials and public employees is responsible for keeping test scores confidential

Recently, the Ministry of Home Affairs of Vietnam has issued the Circular No. 6/2020/TT-BNV on organizational regulations; regulations on recruitment examination, consideration for recruitment of officials and public employees, examination for promotion of officials rank, examination or consideration for promotion of professional titles of public employees.

According to Article 6 of the Regulation issued together with the Circular No. 6/2020/TT-BNV of the Ministry of Home Affairs of Vietnam, the Marking Board is stipulated as follows:

1. Duties, powers and responsibilities of the Head of the Marking Board:

- Take responsibility before the law and to the Chairman of the Council for the organization of examination marking according to regulations;

- Assign tasks to members of the Marking Board, ensure the principle that each written test or paper-based multiple-choice test must have at least 02 members performing the marking task and organize the marking according to regulations;

- Before marking the exam, organize and thoroughly inform the members of the Marking Board about the instructions for marking the exam, the answers to the exam and the grading scale. In case the content of the exam questions, marking instructions, and answers are found to be inconsistent or misleading, they must immediately report them to the Chairman of the Council for consideration and decision. After obtaining the opinion of the Chairman of the Council, the examination will be judged according to regulations. Do not arbitrarily change the exam marking instructions, test marking answers, grading scale;

- Receive and preserve test bags with their seals intact from the Commissioner cum Secretary of the Council, then distribute the test bags together with the test scores to the members of the Marking Board;

- Suspend or change the exam marking for irresponsible members of the Marking Board, violating the exam regulations;

- Summarize the exam results, put them in a bag and seal, then hand them over to the Commissioner cum Secretary of the Council. When handing over, a record must be made on the handover and receipt of examination results;

- Keep test scores confidential.

2. Duties, powers and responsibilities of members of the Marking Board:

- Only marking tests made on test papers prescribed by the Board;

- Mark the exams according to the marking instructions, test marking answers and grading scale;

- Report signs of violations in the exams to the Head of the Marking Board and propose handling measures;

- Keep test results confidential;

- Take responsibility before the law and the head of the examination committee for the assigned tasks.

Thus, both the Head of the Marking Board and the members of the Marking Board are responsible for keeping the test scores of the exam results confidential.
