Vietnam: The income of a primary school teacher teaching in a difficult area for the first time is 23 million VND

With the levels of allowances and subsidies specified in Decree 76/2019/ND-CP of Vietnam's Government on policies for personnel working in areas with particularly difficult socio-economic conditions, the income of a primary school teacher working for the first time in a difficult area can be 23 million VND.

First, regarding the attraction allowance, individuals working in exceptionally disadvantaged areas are entitled to 70% of their current salary, in addition to the leadership position allowance and seniority allowance exceeding the frame for no more than 5 years (60 months).

Second, regarding the long-term service allowance corresponding to the actual working time in exceptionally disadvantaged areas as stipulated in Article 5 as follows:

- From 5 years to under 10 years: 0.5 times the statutory pay rate;

- From 10 years to under 15 years: 0.7 times the statutory pay rate;

- From 15 years or more: 1.0 times the statutory pay rate.

Third, the initial allowance upon assuming duty is stipulated in Article 6 and applies to those assuming duty for the first time at agencies, organizations, or units located in exceptionally disadvantaged areas:

- Initial allowance is 10 months of the statutory pay rate at the time of assuming duty.

- In case of individuals relocating with their family, they are entitled to an additional allowance for travel expenses and luggage for family members and receive an allowance equivalent to 12 months of the statutory pay rate for the household.

Fourth, the allowance for purchasing and transporting fresh and clean water: In one year, the allowance equates to 6 cubic meters per person per month multiplied by the actual number of months lacking fresh and clean water in the year, multiplied by the cost of purchasing and transporting 1 cubic meter of fresh and clean water to the living and working place (minus) the cost of fresh and clean water included in the salary calculation for living water costs.

Fifth, the one-time allowance when transferring duty out of exceptionally disadvantaged areas or upon retirement: Each working year is entitled to an allowance equal to ½ of the current monthly salary plus the leadership position allowance and seniority allowance exceeding the frame at the time of transferring duty out of the area or retirement.

Sixth, reimbursement of travel expenses.

Seventh, allowance for study tours, professional training, and vocational training.

Eighth, profession-specific preferential allowance equal to 70% of the current salary.

Ninth, mobile allowance for teachers and public employees managing education specifically responsible for literacy eradication and compulsory education, and frequently traveling to villages, is 0.2 times the statutory pay rate.

Tenth, the allowance for teaching ethnic minority languages is 50% of the current salary.

Below is an example for a teacher with the lowest salary coefficient - coefficient 1.86, for primary school and preschool teachers (public employee type B) in the first month of assuming duty in exceptionally disadvantaged areas:

In addition to the aforementioned allowances, teachers may also receive additional initial relocation allowances when assuming duty in exceptionally disadvantaged areas with their family, one-time transfer allowances when moving out of exceptionally disadvantaged areas, reimbursement for travel expenses, allowances for study tours, professional training, vocational training, and allowances for purchasing and transporting fresh water, depending on specific circumstances.
