Vietnam: The expert delegation for developing the list of high-tech development projects must consist of 05 – 07 members

This is the notable content of Circular 31/2012/TT-BKHCN guiding the determination of projects, selection, and direct assignment of organizations, individuals, and enterprises to execute projects under the program of research, training, and building of high-tech technical infrastructure in Vietnam and issued on December 28, 2012.

Under Article 6 of Circular 31/2012/TT-BKHCN regarding the development of a list of high-tech development projects, high-tech application projects, high-tech technical infrastructure construction and development projects, and high-tech human resource development projects in Vietnam:

* Project list development committee:

- Based on the list of proposed projects and proposed project orders from Ministries, central authorities, and local authorities, and regulations in Article 3 of Circular 31/2012/TT-BKHCN, the committee will take the lead in organizing the development of the project list.

The committee organizes expert delegations (each delegation consisting of 05 to 07 members) including scientists, specialists in specific fields, economic experts, and financial experts. If necessary, the committee will seek opinions from domestic and foreign independent consulting experts to develop the project list. Priority is given to proposed project orders from Ministries, central authorities, and local authorities.

- Based on the specific conditions of the project, the committee will propose the method for selection of the organization, individuals, and enterprises via competitive selection or direct assignment.

- The results of the committee's work and the expert delegations' contributions are documented and compiled into a summary report.

- The committee reports to the Minister of Science and Technology on the results of the expert delegations, including independent consulting experts' opinions. If necessary, the committee will propose the Minister of Science and Technology consult relevant Ministries, central authorities, and local authorities regarding the projects on the list.

* Where the list of proposed projects and proposed project orders is large-scale and complex, the committee will submit a request to the Minister of Science and Technology to decide on establishing an Advisory Council to determine the project list, and hire independent consulting experts (if necessary).

- The Advisory Council will have from 07 to 09 members, including scientists, experts in specific fields, economic experts, financial experts, and reputable and suitably qualified managers with practical experience in related fields.

- The committee proposes independent consulting experts meeting competency conditions, for the Minister of Science and Technology to consider and decide.

Note: When necessary, the committee will propose the Minister of Science and Technology to seek opinions from relevant Ministries, central authorities, and local authorities regarding the projects in the list.
