Vietnam: The Examination Council for the promotion of officials ranks works on the principle of collective work

Specifically, according to Article 35 of the Decree No. 138/2020/NĐ-CP of Vietnam’s Government, the examination council for officials rank promotion shall be established by the head of the agency competent to organize the officials rank promotion exam. The examination committee has 05 or 07 members, including:

- The Chairman of the Council is the head or deputy head of the head of the agency competent to organize the rank promotion exam;

- The Vice Chairman of the Council is the head or deputy head of the department advising on personnel organization of the agency competent to organize the rank promotion exam;

- Members of the Council are persons who have expertise and skills related to the organization of the rank promotion exam decided by the head of the agency competent to organize the rank promotion exam, including 01 member cum Secretary of the Council.

Note: The Examination Council for rank promotion works on the principle of collective work, deciding by majority; in case of equal votes, the opinion voted by the Chairman of the Rank-Up Examination Council shall be followed. The rank-raising examination council shall perform the following tasks and powers:

- Announce the plan, time, rules, form, content and venue of the exam;

- Set up supporting departments: Exam-making Board, Exam-supervising Board, Beat Board, Exam-scoring Board, Review Board (if any). In case of necessity, the Chairman of the Council shall establish an assisting secretariat;

- Organize the collection of fees for the competition and use them according to regulations;

- Organize exams, mark exams, mark re-examination according to regulations;

- Report to the head of the agency competent to organize the officials rank promotion exam to recognize the results of the officials rank promotion exam;

- Settlement of complaints and denunciations during the organization of the officials promotion exam;

- The Examination Council for the promotion of officials rank shall be dissolved upon completion of its tasks.

In particular, do not arrange persons who are father, mother, brother, sister of the rank-up contestant or the spouse's side of the rank-up contestant; the spouse, natural or adopted child of a rank-raising contestant or a person who is in the disciplinary period or is executing a disciplinary decision to act as a member of the rank-raising examination council or a member of the assisting sections of the Examination Council for rank promotion.
