Vietnam: The electricity allocation plan must be prepared before November 15

Recently, the Ministry of Industry and Trade issued Circular 34/2011/TT-BCT stipulating the formulation and implementation of the electricity supply plan when the national power system lacks electricity sources.

In Article 10 Circular 34/2011/TT-BCT, the regulations on the allocation plan for electricity of the national power system in the next year in Vietnam are specified as follows:

1. Based on the approved operation plan for the next year, in case the national power system is at risk of electricity shortage, before November 15, the Vietnam Electricity Group is responsible for organizing the monthly preparation of an allocation plan for electricity of the national power system in the next year for the Electricity Corporations according to the method stipulated in Article 5 of this Circular and report to the Ministry of Industry and Trade for direction and supervision of the implementation.

2. The allocation plan for electricity of the national power system in the next year includes the following contents:

- Estimated time to apply the electricity allocation;

- The need for the initial electricity output of each Electricity Corporation during the months the national power system is short of electricity;

- Available electricity of the national power system monthly during the period of electricity shortage;

- Monthly allocated electricity output for each Electricity Corporation during the period of electricity shortage corresponding to the available electricity of the system each month.

3. Before November 25 every year, in case of a shortage in the national power system for the next year, the Vietnam Electricity Group is responsible for approving and announcing the electricity allocation plan for each Electricity Corporation on its website.
